Introdu\u00e7\u00e3o <\/strong><\/h2>\n

Com o surgimento da crise da sa\u00fade, a educa\u00e7\u00e3o enfrentou um dos momentos mais disruptivos da hist\u00f3ria, que far\u00e1 pender a balan\u00e7a para o lado do sucesso ou do fracasso educacional e profissional para as gera\u00e7\u00f5es futuras. Segundo dados de organiza\u00e7\u00f5es internacionais como a UNESCO, a CEPAL ou a Organiza\u00e7\u00e3o dos Estados Ibero-Americanos (OEI), estima-se que, em todo o mundo, dois ter\u00e7os do ano passado foram perdidos devido a COVID-19. Mas o problema \u00e9 ainda mais urgente na Am\u00e9rica Latina e no Caribe. L\u00e1, 60% dos alunos n\u00e3o v\u00e3o \u00e0 escola h\u00e1 um ano letivo inteiro. Segundo a UNICEF, em m\u00e9dia, as escolas da Am\u00e9rica Latina e do Caribe fecharam 158 dias entre mar\u00e7o de 2020 e fevereiro de 2021, ante uma estimativa de cerca de 95 dias no resto do mundo. <\/span><\/p>\n

Isso torna a regi\u00e3o a mais afetada do mundo. \u00c9 algo que j\u00e1 se percebeu no curto prazo, por exemplo, no aumento da evas\u00e3o escolar: o caso das crian\u00e7as que nos primeiros est\u00e1gios da pandemia se desligaram da escola e inevitavelmente n\u00e3o voltar\u00e3o a ela. Mas o efeito de longo prazo tamb\u00e9m ser\u00e1 dram\u00e1tico. A previs\u00e3o \u00e9 que essa perda de aprendizado signifique uma queda no n\u00edvel de renda nacional nos pr\u00f3ximos anos entre 12% e 18%. “Perder um ano inteiro de escolaridade pode significar a diferen\u00e7a entre um futuro brilhante e uma vida destru\u00edda”, diz um relat\u00f3rio do Banco Mundial de Educa\u00e7\u00e3o para o Desenvolvimento Global, significativamente intitulado “Como podemos evitar uma trag\u00e9dia?” \u00c9 o que est\u00e1 acontecendo com milh\u00f5es de crian\u00e7as na Am\u00e9rica Latina. Os sonhos e esperan\u00e7as de uma vida melhor podem ser destru\u00eddos para sempre, a menos que ajamos agora. Devemos evitar que o que ser\u00e1 uma gera\u00e7\u00e3o mais desigual seja, diretamente, uma gera\u00e7\u00e3o perdida.<\/span><\/p>\n

Por uma educa\u00e7\u00e3o inclusiva<\/b><\/h2>\n

Jo\u00e3o, de 5 anos, quase n\u00e3o brinca com as outras crian\u00e7as da sala de aula: acaba de ser diagnosticado com transtorno do espectro do autismo n\u00edvel 2. Por causa de seu QI, Isabella faz parte da pequen\u00edssima porcentagem das crian\u00e7as mais do que brilhantes do mundo, que rotulamos de superdotados e para quem, em muitos casos, s\u00e3o criados programas de aprendizagem exclusivos. Yanelis perdeu v\u00e1rios meses de aulas entre 2020 e 2021 devido \u00e0 pandemia COVID-19; o tablet fornecido pela escola foi de pouca utilidade para acompanhar as aulas virtuais quando a conectividade \u00e9 deficiente na remota aldeia onde ele mora. Thiago \u00e9 professor profissional, assim como seu pai; todos os dias ele tenta inspirar e ensinar seus alunos, vindos de ambientes n\u00e3o estruturados. A crise de sa\u00fade tamb\u00e9m colocou mais obst\u00e1culos no caminho para ele.<\/span><\/p>\n

Se a integra\u00e7\u00e3o fala da necessidade de as pessoas em risco de exclus\u00e3o se adaptarem \u00e0s circunst\u00e2ncias existentes, a inclus\u00e3o \u00e9 a capacidade do ambiente de incorporar a diferen\u00e7a. Consequentemente, uma educa\u00e7\u00e3o verdadeiramente inclusiva seria aquela que endossasse o <\/span>leitmotiv<\/span><\/i> da Agenda de Desenvolvimento Sustent\u00e1vel, \u201cn\u00e3o deixando ningu\u00e9m para tr\u00e1s\u201d, e, em particular, de seu Objetivo de Desenvolvimento Sustent\u00e1vel n\u00ba 4 em termos de educa\u00e7\u00e3o: \u201cgarantir um objetivo inclusivo e equitativo e educa\u00e7\u00e3o de qualidade e promo\u00e7\u00e3o de oportunidades de aprendizagem ao longo da vida para todos\u201d. Este \u00faltimo ponto est\u00e1 no centro da a\u00e7\u00e3o social da Funda\u00e7\u00e3o LLYC. Porque a escola pode ser um espa\u00e7o de conviv\u00eancia e aprendizagem, um elevador social ou uma lupa para as mesmas desigualdades que existem fora da sala de aula.<\/span><\/p>\n

Neste contexto, a Organiza\u00e7\u00e3o dos Estados Ibero-americanos (OEI) realizou o estudo Educa\u00e7\u00e3o Inclusiva Hoje: a Ibero-Am\u00e9rica em Tempos de Pandemia, que teve como objetivo dar um pulso \u00e0 situa\u00e7\u00e3o que vive a inclus\u00e3o na educa\u00e7\u00e3o ibero-americana no contexto da atual crise de sa\u00fade. Entre suas primeiras conclus\u00f5es, o estudo destaca que na Am\u00e9rica Latina o compromisso com a redu\u00e7\u00e3o de lacunas existe e \u00e9 forte e determinado. Al\u00e9m disso, atende a lacunas de todos os tipos: em particular, s\u00e3o significativos os esfor\u00e7os para tornar vis\u00edveis os alunos mais vulner\u00e1veis \u200b\u200be marginalizados, ind\u00edgenas, em situa\u00e7\u00e3o de vida rural ou com vistas a garantir a igualdade de g\u00eanero. Desta forma, o enfoque inicial nas necessidades educacionais especiais ligadas em muitas ocasi\u00f5es \u00e0 defici\u00eancia teria se transformado em um guarda-chuva muito mais amplo, que levaria em considera\u00e7\u00e3o aspectos t\u00e3o diversos como, por exemplo, entrada tardia na escola, status de imigra\u00e7\u00e3o, religi\u00e3o ou padr\u00f5es de viol\u00eancia.<\/span><\/p>\n

Este compromisso com a inclus\u00e3o est\u00e1 intimamente ligado aos princ\u00edpios da igualdade enunciados na Agenda 2030, o que implica uma correla\u00e7\u00e3o nas respetivas legisla\u00e7\u00f5es nacionais. Nesse sentido, em nenhum pa\u00eds da regi\u00e3o houve avan\u00e7os na inclus\u0101o em suas Constitui\u00e7\u00f5es, suas leis gerais e org\u00e2nicas de educa\u00e7\u00e3o, regulamentos etc. s\u00e3o inferiores a 50%.<\/span><\/p>\n

No entanto, a implementa\u00e7\u00e3o efetiva de medidas para a elimina\u00e7\u00e3o de barreiras em nenhum caso ultrapassa 70%. Entre as \u00e1reas priorit\u00e1rias da educa\u00e7\u00e3o inclusiva adotadas na Ibero-Am\u00e9rica destacam-se a defici\u00eancia, a l\u00edngua materna diferente da l\u00edngua predominante e a redu\u00e7\u00e3o da exclus\u00e3o digital. Nos \u00faltimos tempos, as aten\u00e7\u00f5es tamb\u00e9m se voltaram para quebrar estere\u00f3tipos, preconceitos e discrimina\u00e7\u00f5es, acabar com regulamenta\u00e7\u00f5es confusas ou contradit\u00f3rias e enfrentar outros problemas de natureza did\u00e1tica, como a falta de conhecimento por parte dos professores de metodologias inclusivas em sala de aula.<\/span><\/p>\n

Este compromisso com a inclus\u00e3o est\u00e1 intimamente ligado aos princ\u00edpios da igualdade enunciados na Agenda 2030, o que implica uma correla\u00e7\u00e3o nas respetivas legisla\u00e7\u00f5es nacionais. Nesse sentido, em nenhum pa\u00eds da regi\u00e3o houve avan\u00e7os na inclus\u0101o em suas Constitui\u00e7\u00f5es, suas leis gerais e org\u00e2nicas de educa\u00e7\u00e3o, regulamentos etc. s\u00e3o inferiores a 50%.<\/span><\/p>\n

No entanto, a implementa\u00e7\u00e3o efetiva de medidas para a elimina\u00e7\u00e3o de barreiras em nenhum caso ultrapassa 70%. Entre as \u00e1reas priorit\u00e1rias da educa\u00e7\u00e3o inclusiva adotadas na Ibero-Am\u00e9rica destacam-se a defici\u00eancia, a l\u00edngua materna diferente da l\u00edngua predominante e a redu\u00e7\u00e3o da exclus\u00e3o digital. Nos \u00faltimos tempos, as aten\u00e7\u00f5es tamb\u00e9m se voltaram para quebrar estere\u00f3tipos, preconceitos e discrimina\u00e7\u00f5es, acabar com regulamenta\u00e7\u00f5es confusas ou contradit\u00f3rias e enfrentar outros problemas de natureza did\u00e1tica, como a falta de conhecimento por parte dos professores de metodologias inclusivas em sala de aula.<\/span><\/p>\n

Oportunidades para todos na regi\u00e3o foram minadas pelo enorme impacto da pandemia, bem como pelas desigualdades que h\u00e1 muito permeiam toda a sociedade ibero-americana. Portanto, hoje esse compromisso com a inclus\u00e3o est\u00e1 inevitavelmente ligado \u00e0 resposta p\u00f3s-Covid da regi\u00e3o, que tem focado na necessidade de garantir a continuidade dos estudos.<\/p>\n

O ensino a dist\u00e2ncia generalizou-se desde os primeiros confinamentos, mas essa digitaliza\u00e7\u00e3o for\u00e7ada e repentina revelou situa\u00e7\u00f5es como a falta de recursos tecnol\u00f3gicos, a lacuna de conectividade, a precariedade da moradia e a superlota\u00e7\u00e3o familiar. Ele tamb\u00e9m exp\u00f4s a ideia reducionista de pensar que dar aulas na frente de uma c\u00e2mera como o professor faz em sala de aula n\u00e3o afetaria a qualidade das aulas.<\/p>\n

Associada a esta \u00faltima, a pandemia tamb\u00e9m sustentou a forma\u00e7\u00e3o de professores em compet\u00eancias digitais. Tamb\u00e9m tem sido uma grande oportunidade de rever conte\u00fados, curr\u00edculos e oferta educacional, priorizar o aprendizado, readequar os espa\u00e7os escolares e garantir sua conectividade e recursos digitais. Existem experi\u00eancias inspiradoras em muitos pa\u00edses ibero-americanos. No M\u00e9xico, a incorpora\u00e7\u00e3o do tema L\u00edngua Materna permitiu a produ\u00e7\u00e3o de 180 programas de televis\u00e3o em 17 l\u00ednguas ind\u00edgenas. Na Col\u00f4mbia existem numerosos acampamentos para estudantes que buscam educar os l\u00edderes de amanh\u00e3 em uma cultura de paz. Na Espanha, todas as Comunidades Aut\u00f4nomas implementaram planos de conting\u00eancia educacional que priorizam a aten\u00e7\u00e3o \u00e0 diversidade e \u00e0 presen\u00e7a dos alunos mais vulner\u00e1veis. Em Portugal existem 7.500 professores de educa\u00e7\u00e3o especial nas escolas e 99% dos seus alunos com dificuldades frequentam a escola regular, uma das taxas mais elevadas do mundo. Mas, apesar disso, a pandemia deixou claro que prestamos pouca aten\u00e7\u00e3o \u00e0 prepara\u00e7\u00e3o para emerg\u00eancias em tempos normais, uma li\u00e7\u00e3o que aprendemos dolorosamente durante esta crise.<\/p>\n

Conforme afirmado no estudo do Banco Mundial citado, \u201ca COVID-19 pode ser uma oportunidade para transformar os sistemas de educa\u00e7\u00e3o e desenvolver uma nova vis\u00e3o em que a aprendizagem inclua todos, em todos os lugares. Mas isso exige uma prioriza\u00e7\u00e3o do investimento financeiro em educa\u00e7\u00e3o e uma enorme vontade pol\u00edtica\u201d. Para tanto, cabe a todos os agentes da sociedade promover e apoiar os Objetivos de Desenvolvimento Sustent\u00e1vel. Nesse ponto, o terceiro setor desempenha um papel importante na conscientiza\u00e7\u00e3o e como motor de mudan\u00e7a. \u00c9 essencial que funda\u00e7\u00f5es, ONGs e outras entidades alinhem suas estrat\u00e9gias com o marco da Agenda 2030, me\u00e7am e gerenciem sua contribui\u00e7\u00e3o para os Objetivos de Desenvolvimento Sustent\u00e1vel.<\/span><\/p>\n

A educa\u00e7\u00e3o dos muito jovens \u00e9 fundamental para o desenvolvimento da sociedade. Mais em uma regi\u00e3o em que, como aponta a UNICEF, as escolas no ano passado s\u00f3 abriram totalmente por seis dias, em compara\u00e7\u00e3o com 37 para a m\u00e9dia global. Mas n\u00e3o devemos esquecer os grupos vulner\u00e1veis \u200b\u200bque foram afetados pela pandemia e pela exclus\u00e3o digital, como as mulheres em risco de exclus\u00e3o. Ainda h\u00e1 muito a ser feito no caminho para a educa\u00e7\u00e3o inclusiva, que \u00e9 um desafio de todos. Mas a consci\u00eancia foi apenas o come\u00e7o de uma revolu\u00e7\u00e3o impar\u00e1vel que sobreviver\u00e1 quando a pandemia for apenas uma mem\u00f3ria ruim.<\/span><\/p>\n
