Na sequ\u00eancia da pandemia da COVID-19, o mundo mergulhou numa crise econ\u00f3mica sem precedentes na era da globaliza\u00e7\u00e3o. Os governos de todos os pa\u00edses tiveram de mudar a din\u00e2mica social, fechar fronteiras e estabelecer quarentenas. O turismo tem sido um dos setores mais afetados.\u00a0<\/span><\/p>\n

O World Travel & Tourism Council (WTTC) estima que o impacto econ\u00f3mico no setor das viagens e do turismo ser\u00e1 cinco vezes superior ao da crise financeira mundial de 2008. Prev\u00ea-se a perda de 31\u00a0% dos empregos em rela\u00e7\u00e3o a 2019, ou seja, 100 milh\u00f5es e 800 mil pessoas que dependem do setor ficar\u00e3o desempregadas. Prev\u00ea-se ainda a redu\u00e7\u00e3o de 30\u00a0% do PIB tur\u00edstico mundial, que passar\u00e1 de 10,3\u00a0% para 7,2\u00a0%.\u00a0<\/span><\/p>\n

Estas previs\u00f5es estabelecem o panorama atual do setor, que, segundo a Organiza\u00e7\u00e3o Mundial do Com\u00e9rcio (OMC) e a Organiza\u00e7\u00e3o Mundial do Turismo (OMT), em 2018, era a terceira maior categoria de exporta\u00e7\u00e3o do mundo, depois dos produtos qu\u00edmicos e combust\u00edveis, \u00e0 frente dos produtos autom\u00f3veis e agroalimentares. Nos \u00faltimos sete anos, este setor revelou um rendimento do turismo internacional mais elevado do que o da exporta\u00e7\u00e3o de mercadorias.\u00a0<\/span><\/p>\n

Assim, o not\u00e1vel contributo que teve para a economia global coexiste agora com uma sensa\u00e7\u00e3o de incerteza. Contudo, o turismo \u00e9 um setor resiliente que acabar\u00e1 por recuperar gra\u00e7as ao trabalho colaborativo, bem como \u00e0 informatiza\u00e7\u00e3o e inova\u00e7\u00e3o dos processos. Acrescenta-se 2020 ao gloss\u00e1rio do turismo como sin\u00f3nimo de desafio, aprendizagem e reinven\u00e7\u00e3o.<\/span><\/p>\n

VAMOS RECAPITULAR O QUE APRENDEMOS<\/strong><\/h2>\n

O setor das viagens e do turismo, que, em 2019, representou 10,3 % do produto interno bruto (PIB) mundial e gerou 330 milh\u00f5es de empregos, sobreviveu \u00e0s crises regionais decorrentes, por exemplo, dos ataques terroristas \u00e0s Torres G\u00e9meas em Nova Iorque a 11 de setembro de 2001, ao surto do v\u00edrus SARS no sul da \u00c1sia em 2003 e \u00e0 gripe H1N1 nas Am\u00e9ricas, principalmente no M\u00e9xico, em 2009.\u00a0\u00a0<\/span><\/p>\n

O ponto comum a estas situa\u00e7\u00f5es \u00e9 o desafio centrar-se na recupera\u00e7\u00e3o da confian\u00e7a do viajante. No entanto, o cen\u00e1rio agora \u00e9 muito mais complexo, por duas raz\u00f5es: esta crise \u00e9 global, e a propaga\u00e7\u00e3o do v\u00edrus n\u00e3o est\u00e1 a ser controlada porque ainda n\u00e3o h\u00e1 vacina. Vimos que pa\u00edses em todo o mundo fecharam fronteiras, perdendo milh\u00f5es de d\u00f3lares em receitas do turismo, e que, embora tenham sido um exemplo de boa gest\u00e3o, utilizando o tempo de confinamento para preparar um desconfinamento cauteloso e bem-sucedido, tiveram de recuar em algumas localidades devido a surtos da COVID-19.\u00a0<\/span><\/p>\n

Isto significa que estamos num cen\u00e1rio de tentativa e erro, pelo que \u00e9 importante tomar nota de todas as li\u00e7\u00f5es aprendidas ao longo do caminho. At\u00e9 agora, esta crise tem trazido v\u00e1rias conclus\u00f5es, entre as quais destacamos as seguintes:<\/span><\/p>\n

1. A esperada vacina<\/b><\/p>\n

Os viajantes n\u00e3o podem nem devem ser sujeitos a uma vacina\u00e7\u00e3o em massa, devendo antes as respetivas viagens ser geridas consoante o n\u00edvel de risco potencial para os mesmos. A transpar\u00eancia total e a comunica\u00e7\u00e3o correta neste sentido ser\u00e3o fundamentais para reativar o setor, dando prioridade \u00e0 seguran\u00e7a dos viajantes.<\/p>\n

Como mencionado por Gloria Guevara, presidente do WTTC, a vacina n\u00e3o seria fundamental se consegu\u00edssemos isolar as pessoas infetadas com o v\u00edrus, como se conseguiu fazer durante os surtos de \u00e9bola, SARS e MERS. Portanto, o turismo deve utilizar as ferramentas de que disp\u00f5e para vigiar de perto a implementa\u00e7\u00e3o de protocolos em aeroportos, hot\u00e9is, excurs\u00f5es, entre outros, bem como manter uma escuta ativa de modo a abranger e possivelmente antecipar as necessidades e preocupa\u00e7\u00f5es que possam surgir no caminho.\u00a0<\/span><\/p>\n

2. A fideliza\u00e7\u00e3o do viajante vai al\u00e9m do tempo passado no destino<\/b><\/p>\n

A <\/span>tourist journey<\/span><\/i> come\u00e7a com a procura e escolha do destino, a que se acrescenta a passagem pelo aeroporto, porto ou estrada; continua durante a experi\u00eancia de viagem, ou seja, lugares, atividades, alojamento, comida, hist\u00f3rias, entre outros, terminando com as mem\u00f3rias e sentimentos que o viajante guarda ap\u00f3s regressar a casa. Por conseguinte, os prestadores de servi\u00e7os tur\u00edsticos que t\u00eam vindo a trabalhar para abranger todo o processo, refor\u00e7ando os respetivos canais de comunica\u00e7\u00e3o, constataram um crescimento consider\u00e1vel nas respetivas comunidades digitais durante o confinamento. Os di\u00e1logos no mundo digital giram em torno da expetativa de viagens p\u00f3s-quarentena, havendo um maior interesse nos destinos que se envolveram emocionalmente com os p\u00fablicos durante este per\u00edodo de isolamento.\u00a0<\/span><\/p>\n

3. H\u00e1 mudan\u00e7as nos <\/b>triggers<\/i><\/b> emocionais do viajante que devemos conhecer<\/b><\/p>\n

Devido a esta crise sanit\u00e1ria, certamente haver\u00e1 mudan\u00e7as nos est\u00edmulos emocionais que levam as pessoas a viajar. Uma hip\u00f3tese \u00e9 que as pessoas s\u00f3 viajar\u00e3o para lugares nos quais se sintam protegidas, seguras e confort\u00e1veis. Contudo, \u00e9 essencial utilizar a tecnologia para descobrir os crit\u00e9rios dos turistas para escolher um ou outro destino, assim como o tipo de alojamento e a companhia a\u00e9rea que preferem, de acordo com as novas expetativas que possam ter.<\/span><\/p>\n

4. A informatiza\u00e7\u00e3o e a sustentabilidade s\u00e3o o presente<\/b><\/p>\n

As chaves e os registos digitais, assim como uma assist\u00eancia inteligente e personalizada, s\u00e3o ferramentas que j\u00e1 estavam a ser consideradas no futuro desenvolvimento do setor; contudo, a crise causada pela pandemia acelerou a implementa\u00e7\u00e3o dos mesmos, para adaptar a experi\u00eancia de viagem \u00e0 nova din\u00e2mica social. Hoje em dia, tornou-se indispens\u00e1vel dar uso \u00e0 inova\u00e7\u00e3o tecnol\u00f3gica e \u00e0 intelig\u00eancia artificial.\u00a0<\/span><\/p>\n

Por outro lado, a tend\u00eancia para o bem-estar individual e geral chegou para ficar. Os consumidores est\u00e3o a concentrar os h\u00e1bitos de consumo na sa\u00fade deles pr\u00f3prios e dos ecossistemas que constituem a natureza, pelo que a <\/span>wellness<\/span><\/i> e a sustentabilidade s\u00e3o conceitos que devem estar no centro da oferta tur\u00edstica.\u00a0<\/span><\/p>\n

Neste sentido, os destinos, as empresas e os prestadores de servi\u00e7os tur\u00edsticos ter\u00e3o de se adaptar para continuarem competitivos, oferecendo ao mesmo tempo um turismo sustent\u00e1vel, contribuindo para o alcance dos Objetivos de Desenvolvimento Sustent\u00e1vel e para a constru\u00e7\u00e3o de um futuro melhor para todos. Tal como assinalou Zurab Pololikashvili, Secret\u00e1rio-Geral da OMT, \u00abo setor precisa de crescer em valor, e n\u00e3o apenas em volume\u00bb.<\/span><\/p>\n

5. A import\u00e2ncia do trabalho colaborativo e da uni\u00e3o multissetorial<\/b><\/p>\n

<\/b>No setor, assistiu-se \u00e0 lideran\u00e7a de diversos intervenientes durante esta crise, e, embora haja sempre uma institui\u00e7\u00e3o que lidera o lan\u00e7amento de propostas, orienta\u00e7\u00f5es e protocolos, estas iniciativas s\u00f3 se estabeleceram gra\u00e7as a um enorme esfor\u00e7o colaborativo envolvendo institui\u00e7\u00f5es supranacionais, governos nacionais, estaduais e locais, bem como o setor privado. A Organiza\u00e7\u00e3o Mundial do Turismo, a Comiss\u00e3o Europeia, o WTTC, o Conselho da Organiza\u00e7\u00e3o da Avia\u00e7\u00e3o Civil Internacional (OACI) e organiza\u00e7\u00f5es mexicanas como o Conselho Empresarial do Turismo (CNET) e a Confer\u00eancia Nacional de Governadores (CONAGO), referindo algumas, envidaram v\u00e1rios esfor\u00e7os para enfrentar esta crise; com o tempo, veremos os frutos destas a\u00e7\u00f5es, que, por agora, s\u00e3o promissoras.\u00a0<\/span>
\n<\/span><\/p>\n

Ser\u00e1 importante acompanhar a sa\u00fade das pessoas que chegam ao destino. A promo\u00e7\u00e3o do turismo desempenhar\u00e1 um papel fundamental na reativa\u00e7\u00e3o do setor, porque, gra\u00e7as a esta ferramenta, os destinos poder\u00e3o voltar a ligar-se aos viajantes. A correta execu\u00e7\u00e3o de uma campanha de promo\u00e7\u00e3o do turismo n\u00e3o s\u00f3 contribui para a reputa\u00e7\u00e3o e confian\u00e7a no destino, mas tamb\u00e9m gera procura. Por exemplo, no caso de Los Cabos, o destino de luxo mexicano, s\u00e3o gerados mais de 11 milh\u00f5es de d\u00f3lares em repercuss\u00f5es econ\u00f3micas em todo o mundo, gra\u00e7as \u00e0 promo\u00e7\u00e3o.<\/span><\/p>\n

b. Infraestrutura de servi\u00e7os locais<\/b><\/p>\n

Como parte do processo de reabertura, o setor do turismo investiu grandes quantias na adapta\u00e7\u00e3o dos espa\u00e7os, dando prioridade \u00e0 sa\u00fade e seguran\u00e7a dos visitantes. Este investimento sempre fez parte da equa\u00e7\u00e3o para proporcionar servi\u00e7os de qualidade ao visitante, mas hoje, na reativa\u00e7\u00e3o do setor, \u00e9 um dos protagonistas, uma vez que, al\u00e9m de transmitir confian\u00e7a, ajudar\u00e1 a controlar a propaga\u00e7\u00e3o do v\u00edrus.<\/span><\/p>\n

c. Educa\u00e7\u00e3o e servi\u00e7os b\u00e1sicos para a popula\u00e7\u00e3o que faz parte da oferta tur\u00edstica de um destino<\/b><\/p>\n

H\u00e1 cidades, estados e pa\u00edses que dependem principalmente do turismo. O rendimento gerado por esta atividade econ\u00f3mica impulsiona o desenvolvimento e crescimento de diferentes indicadores populacionais, tais como o rendimento <\/span>per capita<\/span><\/i>, a habita\u00e7\u00e3o, o n\u00edvel de escolaridade etc. Infelizmente, esta crise permitir-nos-\u00e1 aprofundar a an\u00e1lise da influ\u00eancia direta e indireta que o setor tem na vida da popula\u00e7\u00e3o que faz parte da oferta tur\u00edstica de um destino.\u00a0\u00a0<\/span><\/p>\n

Est\u00e1 na altura de trabalhar em equipa, de sermos criativos e de refor\u00e7ar a comunica\u00e7\u00e3o com os p\u00fablicos relevantes no setor. Hoje temos de reaprender, pois a forma como o turismo era gerido h\u00e1 apenas alguns meses tornou-se obsoleta. Se conseguirmos trabalhar em conjunto, o turismo ser\u00e1 certamente uma das atividades econ\u00f3micas que ajudar\u00e1 os pa\u00edses em todo o mundo a sair da crise financeira causada pela pandemia da COVID-19.<\/span><\/p>\n
