A COVID-19 tornou ainda mais evidente do que era habitual um problema que afeta muitos pa\u00edses do mundo, especialmente os subdesenvolvidos, e que \u00e9 a<\/span> falta de pol\u00edticas p\u00fablicas de consenso que transcendam os governos no poder<\/b> e proporcionem \u00e0s na\u00e7\u00f5es padr\u00f5es de institucionalidade e estabilidade, como veremos a seguir.<\/span><\/p>\n Os dados da macroeconomia s\u00e3o determinantes em pa\u00edses como a Espanha e a Argentina. Na Pen\u00ednsula Ib\u00e9rica, a taxa de desemprego \u00e9 de 16,13\u00a0%, ao passo que 20\u00a0% dos espanh\u00f3is s\u00e3o pobres, considerando-se que a taxa de pobreza corresponde \u00e0s fam\u00edlias abaixo de 60\u00a0% da <\/span>m\u00e9dia nacional de rendimentos<\/span>. No caso das crian\u00e7as e jovens, os n\u00fameros s\u00e3o mais preocupantes: 27,1\u00a0% dos menores de 16 anos s\u00e3o pobres.<\/span><\/p>\n Na Argentina, a situa\u00e7\u00e3o ainda \u00e9 mais grave: de um total de quase 45 milh\u00f5es de habitantes, 19 milh\u00f5es vivem <\/span>abaixo do limiar da pobreza<\/b>, ou seja, 42\u00a0%, e, no caso das crian\u00e7as, 57,7\u00a0% das que t\u00eam entre 0 e 14 anos s\u00e3o pobres. O desemprego, por seu lado, est\u00e1 nos dois d\u00edgitos, nos 11,7\u00a0%. A infla\u00e7\u00e3o m\u00e9dia relativa ao per\u00edodo de 2010 a 2019 tem sido de 33\u00a0% ao ano.<\/span><\/p>\n Em suma, a crise \u00e9 profunda nos dois lados do oceano. No entanto, a crise argentina \u00e9 muito mais grave do que a espanhola, podendo as diferen\u00e7as na gravidade do problema entre os dois pa\u00edses ser explicadas, entre outros, pelos seguintes fatores: 1) a exist\u00eancia, na Pen\u00ednsula Ib\u00e9rica, de uma plataforma de pol\u00edticas p\u00fablicas que transcendem as mudan\u00e7as das cores partid\u00e1rias do governo; 2) a exist\u00eancia de um organismo supranacional eficiente (a UE) que apoia os pa\u00edses do continente.<\/span><\/p>\n [\/et_pb_text][et_pb_image _builder_version=”4.4.8″ o caminho a seguir, partindo das premissas a seguir descritas.<\/span><\/p>\n Ent\u00e3o, <\/span>de que falamos quando falamos de desenvolvimento?<\/b> Alfonso Santiago, prestigiado jurista argentino e diretor da Escola de Governo da Universidade Austral, define \u00abdesenvolvimento\u00bb como sendo a realiza\u00e7\u00e3o do bem comum: <\/span>\u00abO conjunto de condi\u00e7\u00f5es materiais e espirituais, de conte\u00fado muito variado (pol\u00edtico, social, econ\u00f3mico, cultural e educativo, urban\u00edstico e ambiental etc.), que favorecem o normal e pleno desenvolvimento da pessoa humana e dos grupos que comp\u00f5em a sociedade pol\u00edtica; tais condi\u00e7\u00f5es devem, por um lado, ser criadas por e para cada dos que a integram essa mesma sociedade, e, por outro, ser administradas por um governo da autoridade p\u00fablica l\u00facido e com poderes circunscritos\u00bb<\/span><\/i> (Santiago, 2010, p. 90).<\/span><\/p>\n Entendemos que, no contexto da defini\u00e7\u00e3o, a mobilidade social ascendente \u00e9 fundamental como prova da prosperidade ligada \u00e0s quest\u00f5es materiais e, especialmente, \u00e0s econ\u00f3micas. Sair da pobreza \u00e9 ter habita\u00e7\u00e3o condigna, acesso \u00e0 sa\u00fade e \u00e0 educa\u00e7\u00e3o, ter uma alimenta\u00e7\u00e3o saud\u00e1vel, ser o pr\u00f3prio a decidir o futuro, realizar sonhos, viver em liberdade etc. Um pa\u00eds desenvolve-se quando promove o bem comum para os habitantes.<\/span><\/p>\n \u00c9 evidente que o emprego genu\u00edno \u00e9, por excel\u00eancia, um dos pilares nos quais assenta a mobilidade social ascendente. O emprego \u00e9 sin\u00f3nimo de dignidade, e o emprego genu\u00edno \u00e9 o que \u00e9 criado e oferecido pelo setor privado, o qual investe na produ\u00e7\u00e3o. Para haver investimento, \u00e9 essencial que as regras do jogo n\u00e3o mudem ao sabor das mudan\u00e7as de governo. A explica\u00e7\u00e3o \u00e9 simples e evidente: quem investiria num pa\u00eds inst\u00e1vel e turbulento? Al\u00e9m disso, quem investiria num determinado setor ou produto se aqueles que definem as regras do jogo estiverem constantemente a alter\u00e1-las?<\/span><\/p>\n No caso da Argentina, os dados objetivos revelam que o investimento privado de 2010 a 2019 foi de apenas 17,1\u00a0% do PIB. No mesmo per\u00edodo, o desemprego foi, em m\u00e9dia, de 7,9\u00a0%. A situa\u00e7\u00e3o \u00e9 ainda mais grave, pois tenhamos em conta que, na Argentina, quatro em cada dez trabalhadores est\u00e3o na economia informal.<\/span><\/p>\n Voltando ao assunto, garantir que as regras do jogo s\u00e3o est\u00e1veis para inverter o estado de coisas \u00e9 obriga\u00e7\u00e3o e dever de quem dirige o destino do pa\u00eds, e a ferramenta para alcan\u00e7ar esta invers\u00e3o \u00e9 a pol\u00edtica p\u00fablica. A pobreza leva a uma queda no consumo, resultando numa queda impressionante nos indicadores de rendibilidade. Desta forma, cai o investimento, o que afeta a cria\u00e7\u00e3o de fontes de trabalho. Pior ainda \u00e9 o facto de se terem perdido empregos como poucas vezes aconteceu na hist\u00f3ria. Resumindo, se as empresas n\u00e3o tiverem lucro, n\u00e3o investem; se n\u00e3o investirem, n\u00e3o crescem; se n\u00e3o crescerem, n\u00e3o criam mais postos de trabalho, e, se n\u00e3o criarem <\/span>reputa\u00e7\u00e3o<\/b>, a <\/span>confian\u00e7a<\/b> e a <\/span>credibilidade<\/b>, sem os quais \u00e9 imposs\u00edvel tecer la\u00e7os s\u00f3lidos capazes de promover acordos sustent\u00e1veis, de enorme benef\u00edcio.<\/span><\/p>\n A diferen\u00e7a est\u00e1 em que, ao contr\u00e1rio dos engenheiros que constroem pontes entre cidades, os profissionais dos assuntos p\u00fablicos trabalham com um assunto muito mais complexo: a pessoa humana. Os seres humanos s\u00e3o complexos, dada a nossa hist\u00f3ria, a nossa personalidade, as nossas ideologias, os nossos interesses, os nossos defeitos etc. Por este motivo \u00e9 que gerir as nossas rela\u00e7\u00f5es \u00e9 uma tarefa muito dif\u00edcil, que requer capacidade, forma\u00e7\u00e3o e experi\u00eancia.<\/span><\/p>\n A tarefa dos profissionais dos assuntos p\u00fablicos, neste contexto de pandemia, n\u00e3o \u00e9 exce\u00e7\u00e3o. Mais do que nunca, desempenham um papel que transcende a gest\u00e3o da rela\u00e7\u00e3o entre os que movem um pa\u00eds. \u00c9 imprescind\u00edvel conhecer as hist\u00f3rias, os interesses, os objetivos, analisar como criar em conjunto, os custos e benef\u00edcios etc.<\/span><\/p>\n Os governos n\u00e3o escapam a esta realidade. <\/b>\u00c9 um erro crasso considerar que um governo temporariamente encarregado do poder do Estado \u00e9 alheio \u00e0 disputa de interesses. Um governo \u00e9 um interveniente (coletivo) no cen\u00e1rio p\u00fablico, dividindo o poder com outros intervenientes do setor p\u00fablico, do setor privado e do terceiro setor. \u00c9 claramente pol\u00edticas p\u00fablicas.<\/span><\/p>\n Neste percurso, \u00e9 imprescind\u00edvel os governos compreenderem que, para obter benef\u00edcios, os demais intervenientes tamb\u00e9m saiam a ganhar, pelo que \u00e9 necess\u00e1rio dar-lhes alguma coisa em contrapartida, de acordo com os interesses que tenham, e considerar esses intervenientes (incluindo os advers\u00e1rios) como parceiros na busca do bem comum.<\/span><\/p>\n No caso da Argentina, quais s\u00e3o as pol\u00edticas p\u00fablicas que n\u00e3o s\u00e3o discutidas devido \u00e0 falta de gest\u00e3o das rela\u00e7\u00f5es entre os intervenientes do poder?<\/span><\/p>\n Deixamos aqui a inquieta\u00e7\u00e3o em aberto relativamente \u00e0 necessidade de o setor p\u00fablico, especialmente os governos, incorporar pol\u00edticas de assuntos p\u00fablicos, desenvolvidas e implementadas por gabinetes p\u00fablicos profissionais, de modo a que esta \u00e1rea t\u00e3o importante n\u00e3o seja deixada ao acaso nem executada por amadores.<\/span><\/p>\n Gerir os assuntos p\u00fablicos \u00e9 atender, de forma plural e participativa, \u00e0s exig\u00eancias da sociedade, favorecendo a cria\u00e7\u00e3o de pol\u00edticas p\u00fablicas<\/span> que ofere\u00e7am solu\u00e7\u00f5es para os problemas urgentes.<\/span><\/p>\n Gerir assuntos p\u00fablicos \u00e9 tamb\u00e9m reivindicar o progresso da democracia representativa, relativamente \u00e0 poliarquia e governa\u00e7\u00e3o, uma vez que incentiva ao extremo a participa\u00e7\u00e3o social dos intervenientes individuais e coletivos na tomada de decis\u00f5es. N\u00e3o h\u00e1 governa\u00e7\u00e3o sem uma gest\u00e3o profissional dos assuntos p\u00fablicos, ou, pelo menos, n\u00e3o h\u00e1 uma governa\u00e7\u00e3o plena.<\/span><\/p>\n
