A pr\u00e1tica de lobbying e assuntos p\u00fablicos tem sido sempre um instrumento para promover e mudar a pol\u00edtica p\u00fablica de um pa\u00eds. Os grupos de interesse fazem lobby para influenciar, de fora do aparelho pol\u00edtico, as pol\u00edticas p\u00fablicas promovidas pelos poderes executivo e legislativo de um Estado. Esta atividade, entendida como aquele “ato leg\u00edtimo de participa\u00e7\u00e3o p\u00fablica” referido pela OCDE, est\u00e1 a tornar-se n\u00e3o apenas mais um, mas o principal agente de transforma\u00e7\u00e3o da pol\u00edtica p\u00fablica e reguladora de um pa\u00eds. O facto de a transforma\u00e7\u00e3o pol\u00edtica ser largamente impulsionada pelo setor privado (empresas, associa\u00e7\u00f5es e sociedade civil organizada em geral) est\u00e1 a deixar de ser uma atividade na sombra e a tornar-se uma forma complementar \u00e0 participa\u00e7\u00e3o pol\u00edtica cl\u00e1ssica das sociedades pluralistas.\u00a0<\/span><\/p>\n Neste relat\u00f3rio, a Dra.
